CHICAGO, April 9 (Reuters) - Spot basis bids for hard red winter wheat were unchanged in the U.S. Plains states on Wednesday as farmer selling was slow and industry players monitored dryness in the U.S. wheat belt, dealers said.
* Wheat futures ticked higher on weather risks, a weakening dollar and technical trading, despite a full-blown trade war that has erupted between the United States and China.
* China raised its tariffs on U.S. goods to 84% from 34% on Wednesday.
* Dryness has continued to linger over roughly a third of wheat in the U.S. Plains, posing a risk to the nascent wheat crop, an analyst note said.
* U.S. President Donald Trump on Wednesday said he would pause many of his new tariffs for 90 days, even as he raised them further on imports from China.
* Trump's sudden reversal came less than 24 hours after steep new tariffs kicked in on imports from dozens of trading partners.
